The contractor on three ward roads is the same man who signed off on them

A single firm appears on three separate ward road contracts, all signed by the same approving officer.

Records show the same contractor and the same approving signature across Wards 4, 7 and 11. The ward offices say the process was open; residents say the roads are already cracking.

The tender documents are dated four days apart. Each names the same registered firm, each was approved by the same officer, and each describes a different street.

Procurement rules require the approving officer to disclose any relationship with the bidder. All three files are missing that page.

We asked the firm twice by phone and once in writing. The answer, both times: the roads will speak in the monsoon.
